The Ministry of Labor, through the Social Security Office (SSO), is currently considering the establishment of new wage ceilings used as the basis for calculating social security contributions under Section 33 of the Social Security Act. This is aimed at increasing revenue for the fund to support rising healthcare expenses, making it appropriate and in line with the current economic conditions, and in accordance with the International Labor Organization's (ILO) standards for wage ceilings.

 

Currently, the Ministry's regulations in effect are Version 7 (B.E. 2538), issued in accordance with the provisions of the Social Security Act B.E. 2533, which set the maximum wage used as the basis for calculating social security contributions under Section 33 at no more than 15,000 baht. These regulations have been enforced since March 30, B.E. 2538, until the present. The important reasons for the draft law or new regulations that the SSO brings for public consultation include.

  

Recently, the Ministry of Labor has issued a draft ministerial regulation specifying the minimum and maximum wages used as the basis for calculating social security contributions, BE.... The key points of this draft regulation include setting the minimum and maximum wages used as the basis for calculating social security contributions, BE.... There has been an adjustment to the maximum wage base from 15,000 baht in a gradual manner, as follows:

  

For the years 2567-2569, the amount shall not be less than 1,650 baht per month and not more than 17,500 baht.

  • Salary 5,000 baht pays social security contribution of 250 baht.
  • Salary 10,000 baht pays social security contribution of 500 baht.
  • Salary 15,000 baht pays social security contribution of 750 baht.
  • Salary 17,500 baht pays social security contribution of 875 baht.
  • Salary more than 17,500 baht pays social security contribution of 875 baht.

Years 2570-2572, the amount is not less than 1,650 baht per month and not more than 20,000 baht.

  • Salary 5,000 baht, pay social security contribution 250 baht.
  • Salary 10,000 baht, pay social security contribution 500 baht.
  • Salary 15,000 baht, pay social security contribution 750 baht.
  • Salary 17,500 baht, pay social security contribution 875 baht.
  • Salary 20,000 baht, pay social security contribution 1,000 baht.
  • Salary more than 20,000 baht, pay social security contribution 1,000 baht.

From the year 2573 onwards, no less than 1,650 baht per month and no more than 23,000 baht.

  • Salary of 5,000 baht: Social security contribution of 250 baht.
  • Salary of 10,000 baht: Social security contribution of 500 baht.
  • Salary of 15,000 baht: Social security contribution of 750 baht.
  • Salary of 17,500 baht: Social security contribution of 875 baht.
  • Salary of 20,000 baht: Social security contribution of 1,000 baht.
  • Salary of 23,000 baht: Social security contribution of 1,150 baht.
  • Salary exceeding 23,000 baht: Social security contribution of 1,150 baht.

  

The benefits of insured persons under Section 33. 

For insured persons, it allows them to receive increased benefits from the social security fund because the basis used to calculate these benefits will be calculated from the wages contributed to the social security fund, as follows

  1. Compensation for loss of income due to illness: 50% of the wages contributed to the fund.
  2. Compensation for disability: 70% or 30% of the wages contributed to the fund, depending on the severity.
  3. Maternity leave support: 50% of the wages contributed to the fund.
  4. Death benefits: 50% of the wages contributed to the fund.
  5. Unemployment compensation: 50% or 30% of the wages contributed to the fund.
  6. Retirement pension: Not less than 20% of the average wage of the last 60 months contributed to the fund. Insured persons who have contributed for 15 years will receive a pension of 20% of the wage. Insured persons who have contributed for more than 15 years will receive an additional pension of 5% for each additional year of contributions, up to 12 months.

For retirement pensions, there will be an automatic increase due to additional contributions made for disability benefits resulting from adjustments to the base used to calculate contributions.
